摘　　要：营商环境评估不仅可以用于报告一个经济体营商环境现状,也可以用于反映政府履行公共服务职能的水平。以笔者亲历的地方政府委托的营商环境评估的参与式实践为基础,总结了其与国际通行的营商环境评估之间的差异,研究指出:地方政府主导的营商环境评估是提升政府治理能力的管理型评估;评估对象是地方政府的行政分支而不再是一系列经济体;评估的实施方是对委托人负责的第三方;评估的内容从相同指标的状态评价改进为不同指标的行为评价。政府主导的管理型评估所呈现的诸多新特点,要求围绕着提升政府服务能力这一目标对评估的技术方法做出一系列创新。Business environmental assessment can be used not only to report the state of an economy’s business environment,but also to reflect the level of government performance of public service. By analyzing the case of business environment of a certain city assessment,this paper summarizes the difference between the case and the internationally common business environment assessment. The study points out that the business environment assessment led by government is a management-oriented assessment that used for improving the government’s governance capacity and improving the business environment;the evaluation objects are no longer a series of economies but the administrative branch of the local government;the agency that implements the management-oriented assessment should be responsible for the principal of the assessment;the content of the assessment should be improved from the status evaluation using the same indicators to the procedural behavior evaluation using different indicators. The new features of management-oriented assessment entrusted by government require a series of technical innovations for improving the government’s service capabilities.
