摘　　要：医保整合政策初期取得了一定成效,但现存城乡基本医疗保险制度仍受一些诸如部分地区“一制多档”、城乡资源配置失衡和城乡收入差距不断扩大等因素的影响,从而损害了城乡居民卫生服务利用公平性。为更好地完善城乡医疗保险统筹制度,实现公平正义的目标,需积极推进“一制一档”,并充分发挥补充医疗保险的作用与优势;优化医疗卫生资源配置,促进公共卫生资源向农村流动;实施劣势补偿政策,完善医疗保障制度。At the initial stage of the medical insurance integration policy, some achievements have been made, but the existing basic medical insurance system in urban and rural areas is still affected by some factors, such as “one system with multiple levels” in some regions, the imbalance of urban and rural resource allocation, and the enlargement of income gap in urban and rural areas, which have damaged the equity of health service utilization for urban and rural residents. In order to better improve the overall planning system of urban and rural medical insurance and achieve the goal of fairness and justice, it is necessary to actively promote “one system and one block”,and give full play to the role and advantages of supplementary medical insurance. We need to take measures to optimize the allocation of health resources and promote the flow of public health resources to rural areas. We also need to implement the policy of compensation for disadvantages and improve the medical security system.
