行政区划调整对城镇协调发展的影响研究——以苏锡常地区为例

摘　　要：文章以苏锡常地区为研究对象,以2007—2017年为测度时间,从人口、经济与资源环境子系统出发选取19个指标,构建苏锡常地区城镇协调程度评价指标体系。使用熵值—层次分析法对指标赋权,构建耦合协调度模型对地区协调情况进行评价,分析行政区划调整对构建协调发展的城镇的影响。研究表明,在行政区划调整的影响下:(1)此时间跨度内,苏锡常地区城镇协调水平逐步提高,其中苏州协调发展最好,无锡次之,常州协调水平最低;(2)苏州已迈入优质协调阶段,但资源环境与经济发展间的矛盾问题依旧突出;(3)无锡已迈入高级协调阶段,城市人口、空间快速增长,如何优化产业结构,加快经济发展,进一步加强节能减排工作是下一步需要思考的问题;(4)常州协调水平变化幅度最大,由极度失调步入高级协调状态,经济建设仍是城市下一阶段发展的重点。最后,基于行政区划调整的视角对苏锡常地区未来的城镇协调发展提出建议。This article takes 2007-2017 as the measurement time,the Suzhou-Wuxi-Changzhou area as the research object,and the content of the administrative division adjustment of the region in the past 10 years as the research background.It selects 19 indicators,which cover population,economy and resources and environment subsystem to construct the evaluation index system of the coordination degree of the Suzhou-Wuxi-Changzhou area.Entropy value-analytic hierarchy process is used to weight indicators,and a coupling coordination degree model is constructed to evaluate regional coordination.Finally,based on the perspective of administrative division adjustment,the article puts forward constructive opinions and suggestions on the coordinated development of the Suzhou-Wuxi-Changzhou area.
