摘　　要：通过阐述国际总承包单位的时间进度管理系统,包括规划与预测、指挥与实施、管理和组织。根据FIDIC条款合同要求,研究了时间延误是承包单位与非承包单位责任导致的时间延迟的两个情形。由于承包单位责任引起的工期推迟,对工期没有赔偿,但由承包单位责任引起的工期推迟,却能够获得赔偿。因此通常采用CPM法进行原因估计,并根据干扰事故的原因与责任归属确定是否允许EOT。This paper introduces the planning progress management system of international general contracting projects,which is divided into planning and forecasting,command and guidance,control and target.According to the FIDIC terms and conditions of the contract,two cases of delay in the construction period caused by the extension of the construction period due to the responsibility of the contractor and the non-contractor are analyzed.The construction period delay caused by the contractor’s responsibility will not be compensated for the construction period,and the construction period delay caused by the non-contractor’s responsibility can be compensated.Generally,the CPM method is used to analyze and calculate,and then whether to approve the EOT is decided according to the source of the interference event and the attribution of responsibility.
