摘 要:以制造业享誉全球,有着莞塞车,全球缺货美誉的东莞,规模以上的企业达11525家,其中比较大型的有发电厂(沙角电厂、三联热电厂等)、造纸厂(玖龙纸业、广东理文等)、纺织漂染厂(德永佳、丽海等),燃煤、燃生物质成型燃料的工业用锅炉数量庞大,具不完全统计在没有进行锅炉整治前,东莞拥有的锅炉总数大于2000台,同时存在不少燃生物质锅炉在使用的过程中,为了节省成本,违法违规地加入煤、垃圾、烂木材等边角料进行掺烧,同时部分除尘设施缺少维护或者维护不当,最终导致处理效果不尽人意,使烟尘污染物直接排到外环境中,然而在环境执法监测过程中存在部分企业因空间有限,监测孔设置无法做到符合《固定污染源排气中颗粒物测定与气态污染物采样方法》GB/T16157-1996中采样孔设置的要求,但针对此情况的颗粒物及烟气参数的测定当前没有其他规范、细则能明确监测的做法,导致在监测颗粒物及烟气参数的过程中没有具体规定可循,难以采集有代表性的样品,为执法带来极大的难度。鉴于此,本文主要围绕在不符合《固定污染源排气中颗粒物测定与气态污染物采样方法》GB/T16157-1996中采样孔设置要求的情况下如何采集到具有代表性的颗粒物及烟气参数的样品,从而能够出具高质量的环境监测报告,为执法提供有力的依据,为环境管理有价值的参考。Dongguan has many manufacturing enterprises, and there are many industrial boilers in the city. The total number of boilers exceeds 2000 at peak hours. Power, paper and other industries consume a large amount of coal, accounting for more than 90 % of the city’s coal consumption. At the same time, many biomass boilers in the actual operation process, illegal burning of coal, waste wood, garbage and other acts are common, and untreated smoke and dust pollutants are directly discharged into the atmosphere, resulting in a large number of particulate matter emissions to the external environment. However, due to the limited space of some enterprises, the setting of monitoring holes cannot meet the requirements of sampling hole setting in the Determination of Particulate Matter in Exhaust Gas from Stationary Pollution Sources and Sampling Methods for Gaseous Pollutants(GB/T16157-1996). However, for the determination of particulate matter and flue gas parameters in this case, there is no clear monitoring method in other specifications and rules. In view of this, this paper mainly focuses on how to collect representative particulate matter and flue gas parameters when it does not meet the requirements of sampling hole setting in Determination of Particulate Matter in Exhaust Gas from Stationary Pollution Sources and Sampling Methods for Gaseous Pollutants(GB/T16157-1996), so as to provide a basis for environmental management.
