摘 要:全面实施排污许可制是我国推进生态文明建设、切实深化环境治理基础制度改革的重要举措。我国排污许可制改革实施时间不长,依证执法监督在机制、技术、手段等方面还存在问题,与固定污染源排污许可“一证式”管理目标还有一定差距。本文结合我国排污许可管理工作现状,在分析证后监管存在问题的基础上,从提高核发质量、强化机制建设、提升信息化水平、推进非现场监管、落实企业主体责任等方面提出改进建议,以期为排污许可管理工作提供决策参考。Implementation of pollutant discharge permit is an important measure to promote ecological civilization and deepen the reform of the basic system of environmental governance.The reform of pollutant discharge permit system in China has not been implemented for a long time,and there are still many problems in mechanism,technology,means and other aspects in the supervision of law enforcement according to the certificate,there is a certain gap with the fixed pollution source discharge permit "one certificate" management goal.Combined with the present situation of pollutant discharge permit management in China and based on the analysis of the existing problems in the post-permit supervision,this paper provides some suggestions for decision-making in the management of pollutant discharge permits,such as improving the quality of discharge permit,strengthening mechanism construction,upgrading the level of informatization technology,promoting off-site supervision,and implementing the main responsibility of enterprises.
