炼化企业污染源在线监测系统纳入建设项目竣工环境保护验收的可行性分析

摘　　要：炼化企业污染源在线监测系统属于环保设施,将其纳入炼油化工建设项目竣工环境保护验收,从验收主体、验收条件、验收程序等角度来看是可行的,但需解决关注重点及专业深度不同、验收报告内容及格式差异等问题。现阶段,要合并开展污染源在线监测系统和建设项目竣工环境保护验收,建设单位需充分征求地方生态环境主管部门意见,统筹安排好包括在线监测系统在内的环保设施建设、调试及验收进度,同步开展比对监测和验收监测,整合编制验收报告,确保验收工作质量和合规性。The on-line monitoring system of pollution sources in petrochemical enterprises belongs to environmental protection facilities.It is feasible to incorporate it into the acceptance of environmental protection facilities for completed petrochemical construction projects from the perspective of acceptance subject,acceptance conditions and acceptance procedures,but it still needs to solve the problems such as different focus and professional depth,different content and format of acceptance report and so on.At this stage,to jointly carry out the online monitoring system acceptance and the environmental protection acceptance for completed construction projects,the construction unit needs to fully solicit the opinions of the local government,make overall arrangements for the construction,commissioning and acceptance progress of environmental protection facilities including the online monitoring system,simultaneously carry out comparative monitoring and acceptance monitoring,and integrate and prepare the acceptance report to ensure the quality and compliance of the acceptance work.
