总体国家安全观下的经济管理理论博弈及其安全研究

摘　　要：经济安全是总体国家安全观的重要内容。经济安全包括理论安全与实践安全,理论安全是实践安全的基础与保障。因经济管理理论博弈存在隐蔽性、不对称性、艰巨性等特点,使输出的特定经济管理理论未必契合输入方的实际而影响其决策甚至引发负面效应。基于经济管理理论安全的战略性、特殊性、系统性、阶段性等特征,在理论构建、传播与实施环节,确保理论体系、理论分支与具体理论的安全。就应坚持实践是检验经济管理理论能否实施的标准,主动应对经济管理理论博弈,创建系统的经济管理理论安全保障机制,牢牢把握经济管理理论博弈的学术话语权。首先要兼顾自由创新与理论安全,建立经济管理理论创新成果安全评价机制;其次要建立更加安全的经济管理理论借鉴机制;再次要建立以正向实践价值为标准的经济管理理论实施安全预评价体系;最后要建立更加有效的经济管理理论实施效果评价机制。Economic security is an important part of the overall national security outlook.Economic security includes theoretical security and practical security.Theoretic security is the foundation and guarantee of practical security.Due to the concealment,asymmetry and difficulty of the theoretic game of economic management,the exported specific economic management theory may not be in line with the reality of the input party so much so that it may affect its decision-making and even cause negative effects.Based on the strategic,particular,systematic,and phased characteristics of the economic management theoretic security,the security of the theoretical system,theoretical branches,and specific theories should be ensured in the links of theory construction,dissemination and implementation.We should insist that practice is the standard for testing whether economic management theory can be implemented,actively respond to the game of economic management theory,establish a systematic security mechanism for the economic management theory,and firmly grasp the academic discourse power of the game of economic management theory.First of all,it is necessary to take into account both free innovation and theoretical security,and establish a safety evaluation mechanism for the innovation achievements of economic management theory;Secondly,it is necessary to establish a safer economic management theory reference mechanism;Thirdly,it is necessary to establish a safety pre-evaluation system for the implementation of economic management theory based on positive practical value;Finally,it is necessary to establish a more effective evaluation mechanism for the implementation of economic management theory.
