全过程人民民主视域下人民政协的历史使命、显著优势与时代意蕴

摘　　要：全过程人民民主作为中国式现代化的本质要求之一,不同于西方资本逻辑下的民主。全过程人民民主以人民至上为价值旨归,成为中国民主政治的叙事主题,开辟了中国式现代化的民主新道路,创造了人类政治文明新形态。人民政协与我国的基本国情相契合、与全过程人民民主的核心立场和实践发展相契合,集诸多优势于一体,在国家政治体制和政治生活中占据重要地位,承载着发展全过程人民民主的历史使命。在发展全过程人民民主过程中,人民政协的政治参与实践充分彰显全过程人民民主的价值理念,并依靠自身独特的制度优势、舞台优势和平台优势,为发展全过程人民民主提供重要制度保障和专门协商机构平台。在新征程上,需要继续发挥人民政协的独特价值,以协商式话语为引领构建全过程人民民主话语体系,以人民政协为重要渠道推进全过程人民民主制度化、程序化、规范化发展,以人民当家作主为特征的协商包容型人民政协将为世界制度文明贡献更多中国智慧。As one of the essential requirements of Chinese modernization,the whole-process of people’s democracy is different from the democracy under the western capital logic.It takes the people’s supremacy as the value orientation,becomes the narrative theme of Chinese democratic politics,and opens up a new democratic road to realize Chinese-style modernization,creating a New Form of Human Political Civilization.The CPPCC is in line with China’s basic national conditions and the core position and practical development of the whole-process of people’s democracy.it integrates many advantages,occupies an important position in the country’s political system and political life,and carries the historical mission of developing the whole-process of people’s democracy.The practice of CPPCC’s political participation fully demonstrates the value concept of in the whole-process people’s democracy,and relies on its unique institutional advantages,stage advantages and platform advantages to provide an important institutional guarantee and a platform for special consultation institutions for the development of the whole-process people’s democracy.On the new journey,we must continue to give full play to the unique value of the CPPCC,build a discourse system of the whole-process people’s democratic with consultative discourse as the guide.and promote the institutionalized,procedural and standardized development of the whole-process people’s democratic with the CPPCC as an important channel.The consultative and inclusive CPPCC characterized by the people being the masters of the country will contribute more Chinese wisdom to the world’s institutional civilization.
