资本嵌入、村庄响应与农地规模化经营成效

摘　　要：农地适度规模经营是建立现代农业经营体系、实现乡村振兴的重要基石,然而资本主导下的农地规模化经营并不总能成功。基于嵌入性理论与中国农地规模化经营的实践经验,提炼出“经营嵌入性”概念,构建“资本嵌入—社会响应”模型,对不同的农地规模化经营实践进行类型学划分和阐释,探讨不同类型的资本嵌入策略与村庄社会响应互动机制及其背后的行为逻辑。经营嵌入性是农地规模化经营的社会基础,表现为经营嵌入性越高,农地规模经营成效越好。其中内部经营嵌入主要采取生产嵌入和利益嵌入策略,而外部环境嵌入主要采取关系嵌入和文化嵌入策略。不同来源的经营主体和村庄整合度对经营嵌入难度产生影响,外来主体相比内生主体嵌入难度更大,村庄整合度越高嵌入难度也越大。从村庄响应来看,高社会整合度村庄的村干部更多地考虑村庄公共利益,村民也有更强的议价能力,而低社会整合度村庄的村干部可能会通过不正当手段牟取个人利益,导致村民被强制参与或者被内生经营主体关系裹挟。Moderate scale management of farmland is an important foundation for establishing modern agricultural management system and realizing rural revitalization,but scale management under the guidance of capital is not always successful.Based on the embeddedness theory and the practical experience of large-scale management of rural land in China,this paper refines the concept of“Management embeddedness”and constructs a“Capital embeddedness-Social response”model,this paper classifies and interprets the different practices of farmland scale management in order to explore the interaction mechanism and behavior logic between different types of capital embeddedness and village social response.The embeddedness of management is the social foundation of large-scale management of agricultural land.The higher the embeddedness of management,the better the effect of large-scale management of agricultural land.The internal management embeddedness mainly adopts the strategy of production embeddedness and benefit embeddedness,while the external environment embeddedness mainly adopts the strategy of relationship embeddedness and culture embeddedness.In addition,the endogeneity/externality of the main body and the degree of integration of the village have an impact on the embeddedness of the main body,the latter is more difficult than the latter,and the higher the degree of integration of the village,the more difficult the embeddedness.At the same time,from the perspective of village responses,village cadres in villages with a high degree of social integration consider village public interests more,and villagers also have more bargaining power,village cadres in low social integration degree villages realize their personal interests through collusion of village and enterprise,and villagers are forced to participate in or be entrapped by the relationship of endogenous operating subjects.
