基于社会、经济、生态效益的新疆土地利用效益评价

摘　　要：地区土地利用效益评价有利于实现土地资源的合理配置及优化用地结构。以新疆为研究区域,从经济效益、社会效益、生态效益3个视角出发,通过构建新疆土地利用效益指标体系,应用综合效益评价模型、系统协调度模型评价新疆土地利用效益。研究结果表明:2010—2017年,新疆土地利用效益指数排序为社会效益>生态效益>经济效益;综合效益和系统协调度整体处于上升趋势,但2013年新疆经济效益、社会效益与生态效益不协调;生态效益权重占比较大对综合效益的提高具有贡献意义;土地利用类型的多样化、土地利用结构的均衡化有助于土地利用综合效益和系统协调度的提升。基于此,结合新疆实际情况,分别从经济效益、社会效益、生态效益、综合效益4个方面提出优化建议。Regional land use effectiveness evaluation is conducive to the rational allocation of land resources and the optimization of land use structure.Taking Xinjiang as research area,the land use effectiveness was evaluated from economic,social and ecological perspectives,through constructing the land use effectiveness index system,by using the comprehensive effectiveness evaluation model and system coordination degree model.The results showed that:the land use effectiveness index of social is greater than ecological,and that of ecological was greater than economics from 2010 to 2017;the comprehensive effectiveness and system coordination increased from 2010 to 2017,while the economic effectiveness,social effectiveness and ecological effectiveness were not coordinated in 2013;the weight of ecological effectiveness had great influence on comprehensive effectiveness;the equalization of land use structure was conductive to the improvement of the comprehensive effectiveness and system.Based on this,combining with the actual situation of Xinjiang,optimization suggestions were put forward from four aspects of economy,society,ecology and comprehensive benefits.
