高等院校助力城市精细化治理的内在逻辑与路径研究

摘　　要：城市精细化治理是城市治理的高级阶段,是实现城市治理体系与治理能力现代化的必然要求。高等院校作为区域发展的关键动力之一,其肩负的历史使命与城市精细化治理的内涵要求具有较强的逻辑一致性。无论从历史上高等院校与城市共融的传统,抑或现实中城市精细化治理实践需求,都要求高等院校积极回应并发挥好“智力支持、人才供给、科技支撑及思想引领”等功能。基于此,应当从生成激励保障机制、打造资源共享平台及创新实践发展体系这三方面,积极探索高等院校服务城市精细化治理实践路径,为实现城市治理体系和治理能力现代化提供行动指导。Urban refined governance is the advanced stage of urban governance and an inevitable requirement for realizing the modernization of the urban governance system and governance capacity.As one of the key driving forces of regional development,the historical mission shouldered by colleges and universities is logically consistent with the connotation requirements of urban refined governance.No matter from the tradition of the integration of universities and cities in history,or the practical needs of urban refined governance in reality,colleges and universities are required to actively respond to and give full play to the functions of“intellectual support,talent supply,scientific and technological support and ideological guidance”.Based on this,we should actively explore the practice path of colleges and universities serving urban refined governance from the three aspects of generating incentive guarantee mechanism,building resource sharing platform and innovating a practice development system,so as to provide action guidance for the modernization of urban governance system and governance capacity.
