摘　　要：拉丁美洲和加勒比地区是当今世界发展中国家最集中的地区之一。加强与拉美国家的友好往来与互利合作是中国特色大国外交在发展中国家开拓创新的重要体现。党的十八大以来,在习近平外交思想的指导下,中国对拉工作取得突破性进展,中拉关系步入平等、互利、创新、开放、惠民的新时代。在中拉双方的共同努力下,中拉交往呈现“五位一体”新格局。中拉政治互信不断深化,经贸往来发展迅速,人文交流全面开花,国际协作日益紧密,整体合作初具规模。中拉以共商共建共享为原则推动“一带一路”建设,以共同发展为宗旨推动中拉命运共同体建设,以公平正义为理念推动全球治理体系改革。当前,中拉关系正处于历史最好时期。中拉携手共进符合中拉人民的最大利益,代表世界和平发展、合作共赢的历史潮流,充分体现了新时代南南合作的新境界和新趋向。面对世纪疫情与时代变局,中国将同拉美和加勒比国家一道共克时艰,共谋发展,共享机遇,共同谱写中拉关系新篇章。Strengthening friendly relations and mutually beneficial cooperation with Latin American countries embodies the major-country diplomacy with distinctive Chinese features in developing countries.Since the 18thNational Congress of the CPC,under the guidance of Xi Jinping thoughts on foreign affairs,China has made breakthroughs in the diplomatic relationship with Latin America.The bilateral relations have stepped into a new era of equality,mutual benefit,innovation,openness and benefit to the people.With the joint efforts of both sides,bilateral political trust has deepened,economic and trade exchanges have developed rapidly,humanities exchanges have blossomed,overall cooperation has taken shape and become increasingly close.China and Latin American countries seek to promote the construction of Belt and Road under the principle of shared benefits through negotiation and collaboration,to build a China-LAC community with shared future,and to steer the reform of global governance based on fairness and justice.Faced with the Covid-19pandemic and the era changes,China should cooperate with Latin American and Caribbean countries to overcome difficulties and to seek common development through opportunity sharing.
