摘　　要：多边开发银行是拉美地区基础设施建设的重要投资和融资来源之一。本文分析影响世界银行、美洲开发银行等传统多边开发银行选择投资目标国时可能会考量的主要因素。基于世界银行PPI数据库及多边开发银行的报告,本文利用固定效应模型,对17个拉美国家在1996—2020年期间获得的基础设施多边支持资金进行了实证分析。分析结果表明,在拉美地区,传统多边开发银行倾向支持人均GDP较低、GDP增速较快、政府支出占GDP比重较高、单位GDP所拥有的通过ISO环评认证的企业数较多、与美国在联合国大会投票较为一致的国家。金砖国家新开发银行和亚投行作为新兴多边开发银行,可学习借鉴传统多边开发银行在基础设施投资领域的经验,并恰当处理与这些传统机构的竞合关系;与拉美国家合作时,结合拉美实际探索和创新“五维一体”共识;围绕发展,创新融资模式,开发新型金融服务和金融产品。Multilateral development banks(MDBs) have long been an important source of financing for infrastructure development in Latin America.This paper analyzes the factors that MDBs may consider when selecting investment target countries.Based on the World Bank PPI database and the reports from major MDBs operating in this region,this paper conducts an empirical analysis for the factors influencing MDBs’ decision in infrastructure projects investment in 17 low and middle-income regional countries from1996 to 2020.The results suggest that,the MDBs in Latin America tend to support countries with lower GDP per capita,faster GDP growth rates,higher government expenditures per dollar of GDP,more ISO-certified enterprises per dollar of GDP,and higher agreement scores with the United States in the UN General Assembly.As newly established MDBs,the New Development Bank( NDB) and the Asian Infrastructure Investment Bank(AIIB) can learn from the experience of traditional MDBs in the field of infrastructure investment,and appropriately handle the relationship with the latter,whether competitive or cooperative.In the future,the MDBs should seek the “ 5-dimensional” consensus in cooperating with Latin American countries,and make financing models innovations aiming at development.
