The Biden Administration Shows Its True Colors on China Policy

摘　　要：美国众议院议长佩洛西强行访台、拜登宣布将维持对中国加征的关税,以及新的美国《国家安全战略》报告问世后,拜登政府对华政策的全貌已经显露无遗。拜登政府的总体对华政策是竞争+合作+对抗,虽然其不断申明,要在可以合作的地方同中国合作,但其对中国的评价和定位与特朗普政府别无二致,其对华政策亦与特朗普政府如出一辙:坚持对华强硬贸易政策;对中国的高科技“脱钩”变本加厉;以香港、新疆“人权问题”为名对中国进行前所未有的严厉制裁;对台政策则近乎突破一个中国原则底线。与特朗普政府有所不同的是,拜登政府试图以价值观为基础组建国际联盟,动员盟友和伙伴国共同对抗中国,这使价值观外交成为拜登政府对华政策的突出特征。拜登政府对华政策的一个特点是:再三表白美国“不追求对中国的政权变更”,也“不寻求与中国冲突或新冷战”,但同时其实际行动又表明,战胜其眼中的“威权主义”的中国才是其真实目标。The Biden administration has revealed its true colors concerning its China policy in the wake of a series of events,including House Speaker Nancy Pelosi’s trouble-making visit to Taiwan,the announcement by the current administration to keep Trump-era tariffs imposed on China,and the release of the 2022 National Security Strategy.The Biden administration’s China policy can be generally defined in three keywords:competition,cooperation and confrontation.Although the Biden administration has repeatedly stated that it will cooperate with China where cooperation is possible,its perception and position on China are the same as those of the Trump administration,and its China policy is almost indistinguishable from that of its predecessor.For example,the Biden administration has continued with Trump’s tough trade policy on China,doubled down its efforts on the technological “decoupling” from China,imposed unprecedented and severe sanctions against China in the name of “human rights” in Hong Kong and Xinjiang,and all but crossed the red line of the one-China principle in its Taiwan policy.Different from its predecessor,however,the Biden administration has sought to form a value-based international alliance and mobilize its allies and partners to jointly confront China,therefore making value-oriented diplomacy a prominent feature of its China policy.However,the Biden administration’s China policy is characterized by a fundamental logical contradiction:while it has repeatedly stated that America’s China policy is not directed at “pursuing regime change in China” or “seeking conflict or a new Cold War with China”,its real actions seem to suggest that defeating the “authoritarian” China is its true intention.
