善治视角下政府购买公共体育服务的责任探析

摘　　要：伴随着国家不断完善中国特色社会主义行政体制和推进政府职能优化,政府购买已经成为政府提供公共体育服务的有效方式。基于新时代国家推进治理体系和治理能力现代化对有效提升公共体育服务能力的新要求,从公共治理理论及其善治视角,探讨新时代背景下政府购买公共体育服务责任。通过对政府购买公共体育服务责任的分析与归纳可见,政府购买公共体育服务的责任基本可分为供给责任、财政支出责任、监管责任和法律责任。研究旨在为进一步提升公共体育服务质量提供有益启示。Along with our country’s continuous improvement of socialist administrative system with China’ characteristics and promotion of government’s functional optimization, government purchasing has become an effective way to provide public sports services. Based on the new requirements of promoting the modernization of governance system and capacity and effectively enhancing the capacity of public sports services in the new era, this paper analyses the practical issue of the government’s responsibility from the perspective of public governance theory and its good governance. By analyzing and summarizing, the study shows that the responsibilities of the government in purchasing public sports services can be basically divided into the responsibilities of supply, financial expenditure, supervision and legal responsibilities. The research aims to provide useful insights for further improving the quality of public sports services.
