摘  要:海洋经济的高质量发展需要实现海洋资源、海洋环境与社会经济三个系统的有效协同,并体现于高水平的海洋资源环境承载能力。通过承载力水平可以反映出该区域的海洋开发水平与潜力。结合舟山2010—2020年海洋资源、海洋环境、社会经济发展情况,从三个系统中分别选取指标,构建海洋资源环境承载力评价指标体系,并运用熵权TOPSIS模型,评价和分析舟山市海洋资源环境承载力水平变化趋势,提出高质量发展下应创新海洋资源管理体制、提高海洋资源利用效率、强化海洋环境动态监督、加大海洋污染管控力度等策略,从而提升舟山市海洋资源环境承载力。The high-quality development of marine economy calls for the realization of effective coordination between such systems as marine resources, marine environment and social economy, which is embodied in a high level of bearing capacity of marine resources and environment. The level of bearing capacity can reflect the level and potential of marine development in the region. Combined with the development of marine resources, marine environment and social economy in Zhoushan from 2010 to 2020, the evaluation index system of marine resources and environment bearing capacity is constructed by selecting indicators from the three subsystems. The entropy weight TOPSIS model is used to evaluate and analyze the changing trend of marine resources and environment bearing capacity level in Zhoushan so that it is advanced that we should innovate marine management system, improve the use efficiency of marine resources,intensify the dynamic supervision of marine environment and increase the potency dimension of controlling the marine pollution in order to enhance the bearing capacity of marine resources and environment in Zhoushan under the high-quality development.
