摘 要:本文以某省级三甲妇幼保健院为例,探索出一条以医院标准化管理为基础、以质量绩效评价为核心的医院精细化管理路径,研究建立标准化管理下的医院质量绩效考核评价,讨论实现以医务人员劳动价值评价为基础,疾病诊断相关分组背景下结合以资源为基础的相对价值比率,推进分级诊疗、规范临床路径、优化病种结构、提升诊疗技术、缩短平均住院日、降低病组费用、提高医护床位占比与效益、控制人工成本、降低药耗比、落实定岗定编、规范病案管理等一系列以质量考核为导向优化效率、质量、成本的医院质量绩效评价管理体系。Taking a provincial grade-A tertiary maternal and child health hospital as an example,this article explored a hospital refined management path based on hospital standardized management and quality performance evaluation as the core,studied the establishment of hospital quality performance evaluation under standardized management,and discussed the realization of medical staff labor value evaluation as the basis with the combination of resource-based relative value ratios in the context of diagnosis related groups.The quality assessment oriented hospital quality performance evaluation management system has been established to optimize efficiency,quality and cost,such as promoting hierarchical diagnosis and treatment,standardizing clinical pathways,optimizing disease structure,improving diagnosis and treatment technology,shortening average length of stay,reducing cost of patients,improving the proportion of medical beds and benefits,controlling labor costs,reducing drug consumption ratio,implementing the job functions and responsibilities,standardizing medical record management,etc.
