摘 要:浙江省以“最多跑一次改革”为特色的数字政府建设,充分发挥了数字技术在智慧城市建设中的应用,“浙里办”“浙政钉”“浙里督”作为典型代表,使得浙江省的数字化智慧城市建设始终走在全国前列。通过构建超效率非期望产出的SBM模型,采用2006-2019年浙江省11个地级市的统计数据,测算城市发展质量效率,将其作为一个产出指标,测算智慧城市效率。研究表明:浙江省智慧城市效率总体呈现上升趋势,主要是因为资源利用效率的提高,其中城市发展质量水平低下是导致智慧城市效率低下的主要原因,且各市智慧城市效率两极分化严重。浙江省城市发展质量效率总体呈现先下降后上升的趋势,各市发展质量效率两极分化严重,高污染高排放问题导致城市发展质量效率低下,从而导致智慧城市效率低下。提高资源利用率和改善高排放可提高效率。The digital government construction in Zhejiang Province characterized by"one reform at most"gives full play to the application of digital technology in the construction of smart city.“Zheliban”,“zhezhengding”and“zhelidu”are typical representatives,making the construction of digital smart city in Zhejiang Province always ahead of the country.This paper constructs the SBM model of super efficient and unexpected output,uses the statistical data of 11 prefecture level cities in Zhejiang Province from 2006 to 2019 to calculate the urban development quality efficiency,and takes it as an output index to calculate the efficiency of smart city.The results show that the overall efficiency of smart cities in Zhejiang Province shows an upward trend,which is mainly due to the improvement of resource utilization efficiency.The low level of urban development quality is the main reason for the low efficiency of smart cities,and the efficiency polarization of smart cities in each city is serious.The overall quality and efficiency of urban development in Zhejiang Province shows a downward trend first and then an upward trend.The development quality and efficiency of cities are seriously polarized.The problem of high pollution and high emission leads to low quality and efficiency of urban development and low efficiency of smart cities.Improving resource utilization and high emission can improve efficiency.
