新时期北金堤滞洪区防洪地位与建设发展的探讨

摘　　要：北金堤滞洪区是黄河流域的保留滞洪区,是防御黄河下游超标准洪水的重要工程措施之一。小浪底水库建成投入运行后,北金堤滞洪区的分洪运用概率降低为近千年一遇,万年一遇洪水分洪量为建库前的30%左右。近年来随着社会经济的发展,滞洪区分洪运用与区内建设发展矛盾不断增大。从黄河防洪减淤的长远考虑,北金堤滞洪区仍然是不可缺少的重要防洪减灾措施。滞洪区建设发展需保障滞洪区防洪功能,保障蓄滞洪容积,非防洪工程建设不得损害滞洪区功能,并采取必要的防洪自保措施、规划好撤退线路,最大限度保证滞洪区内人员安全。The Beijindi flood detention area is a reserved flood detention area in the Yellow River Basin, which is one of the important engineering measures to prevent over-standard floods in the lower reaches of the Yellow River. After the Xiaolangdi Reservoir was put into operation, the chance of flood diversion in Beijindi flood detention area was reduced to nearly once in a thousand years, and the flood diversion amount of once in 10 000 years was about 30% of that before the reservoir was built. In recent years, with the development of social economy, the contradiction between the application of flood detention and development of the region has been increasing. However, from the long-term consideration of the Yellow River flood prevention and sedimentation reduction, the Beijindi flood detention area is still an important and indispensable flood prevention and mitigation measure. The construction and development of flood detention area still need to consider retaining its function as a flood detention area, and the construction of non-flood control projects should not damage the function of the flood detention area, and need to ensure the flood storage and detention capacity, and take the necessary flood prevention and self-protection measures.
