以“大数据+政务服务”构建橄榄型政府的必要性与实现路径

摘　　要：传统政府治理面临“哑铃型”治理困境,如“两头大”,审批机构众多、执法队伍林立;“中间小”,公共服务职能弱化。“大数据+政务服务”有利于实现橄榄型政府治理,其“两端小”,行政审批提速增效、行政执法顺畅高效,“中间大”,增强公共服务职能。以“大数据+政务服务”构建橄榄型政府的基本路径是:发展数据驱动下的一体化协作平台,实现审批简而集中;打造数据助力下的综合行政执法新模式,保证执法综合而顺畅;聚焦政府数据治理,保证公共服务强而到位。Traditional government governance is faced with “dumbbell-shaped” governance dilemma, such as “big at both ends”, with numerous approval agencies and law enforcement teams;“Small in the middle”, with weakened public service functions. However, “big data + government services” is conducive to the realization of olive-shaped government governance: “small at both ends”, speeding up administrative approval and increasing efficiency, smooth and efficient administrative law enforcement, and “big in the middle”, enhancing public service functions. The article proposes a basic path to build an olive-shaped government with “big data+government services”: Developing a data-driven integrated collaboration platform to achieve simple and centralized approval;Creating a new model of comprehensive administrative law enforcement with the help of data to ensure integrated and smooth law enforcement;Focusing on data governance to ensure that public services are strong and in place.
