摘 要:信访治理可视为系统性难题的破解与体系性创新的过程。作为回应社会发展复杂性与妥善处理各类矛盾迫切性的再制度化,《信访工作条例》这一顶层设计及实施,旨在提高党对信访工作领导的科学性和全面性。信访治理制度化的演进逻辑源于时代化的矛盾特征,其成果保障统领着整个信访体系的有效运行。在健全完善新时代信访工作格局过程中,应着力信访工作制度性分工与结构优化、信访相关利益与需求供给多主体协调、信访工作目标相容性与组织化等方面的统筹治理。The governance of letters and visits can be seen as the process of solving systematic problems and systematic innovation.As a re-institutionalization to respond to the complexity of social development and the urgency of properly handling various contradictions,the top-level design and implementation of the Regulations on Letters and Visits has improved the scientific and comprehensive leadership of the Party on:letters and visits.The evolutional logic of the institutionalization of letters and visits governance stems from the contradictory characteristics of the times,and its achievements guarantee and control the effective operation of the whole letters and visits system.In the process of improving the pattern of petition work in the new era,we should focus on the institutional division of labor and structural optimization of petition work,the multi-agent coordination of interests and demand/supply related to petition work,and the coordination of petition work objectives and organizations.
