摘　　要：从历史逻辑看,习近平法治思想中的“德法并用”观,体现为对中华优秀传统法治文化的吸收、借鉴与创新发展,体现为党在推进治理现代化的语境中统筹民主与法治、加强精神文明建设协同发展的经验,体现为党在治国理政进程中始终坚持“以人民为中心”立场的治理目标和历史使命。习近平法治思想中的“德法并用”观蕴含着丰富的辩证思维,体现在德治和法治的实践规范、实践逻辑、起效特点、运行保障等方面。习近平法治思想中的“德法并用”观具有明确的价值指向,它是中国化马克思主义治理思想的生动展现,有利于推动中国特色社会主义法治的深入开展,有利于树立坚定的法律信仰、培养崇高的道德情操,从而促进全社会道德素质和文明程度的提升。From the perspective of historical logic,the concept of“combining rule of law with rule by virtue”in Xi Jinping thought on rule of law is embodied in the absorption,reference and innovative development of China’s excellent traditional culture of rule of law.It embodies the experience of the Party in coordinating democracy and rule of law and strengthening the coordinated development of spiritual civilization in the context of promoting governance modernization.It reflects the governance goal and historical mission of the Party,which always adheres to the“people centered”position in the process of governance.The concept of“combining rule of law with rule by virtue”in the Xi Jinping thought on rule of law contains rich dialectical thinking,which is embodied in the practical norms,practical logic,characteristics of effectiveness,operation guarantee,etc.The concept of“combining rule of law with rule by virtue”in the Xi Jinping thought on rule of law has a clear value orientation.It is a vivid demonstration of the Chinese Marxist governance thought,which is conducive to promoting the in-depth development of the socialist rule of law with Chinese characteristics,establishing a firm legal belief and lofty moral sentiment,thus promoting the improvement of the moral quality and civilization of the whole society.
