摘　　要：农村供水具有公益性和经营性双重特征,需要积极推动政府和市场“两手发力”,进一步推动农村供水高质量发展。在总结农村供水“两手发力”现状基础上,分析存在的难点问题,研究提出推进农村供水“两手发力”的措施和建议。农村供水“两手发力”需要坚持政府主导,积极吸引央企、国企参与或搭建省级、市县级融资平台,以区域或县域为单元整合资源,积极拓展拓宽融资渠道,配套完善社会资本参与政策,持续推进农村供水事业发展,保障农村供水安全。Rural water supply has both public welfare and commercial features.It is necessary to make full play of roles of government and the market for high-quality development of rural water supply.Based on summary of current situation,it analyzes issues with measures and suggestions to boost rural water supply.To maximize role of government and market,it needs to highlight leadership of government,attract central enterprises and stateowned enterprises to participate in the financing platform at provincial,municipal and county levels.By integrating resources and expanding channels of investment with completion of polices for social capital participation,itwillpromote waterdevelopmentin ruralareas and ensure safety ofruralwatersupply.
