摘　　要：程序法治在退役军人安置工作中具有重要价值。基于社会主要矛盾发生转变和以人民为中心的根本立场,尊重退役军人的法律主体地位,实现退役军人安置的实体公正与程序公正,是新时代退役军人安置的程序法治逻辑机理。现行退役军人安置法律中缺少对退役军人在安置过程中的程序性权利保障条款,安置实施和监督方面程序性内容规定阙如。为更好维护退役军人合法权益,提升退役军人安置工作法治效果,从主体权利、安置过程与监督之维,完善退役军人安置的程序性权利保障体系,建立安置行为规范实施体系,健全覆盖安置全过程的监督评价体系,协同推进新时代退役军人安置程序法治建设。The procedural rule of law is of great value in veteran placement. According to the objective law of veteran placement and China’s national conditions, this paper embeds the theory of the procedural rule of law into the specific context of the high-quality development of veteran placement in the new era, and summarizes the logical mechanism of procedural rule of law regarding veteran placement as follows: Based on the transformation of major social contradictions and the fundamental position of putting people first, we should respect veterans’ legal subject status and realize the substantive and procedural justice of their placement. In the current law concerning veteran placement, procedural provisions protecting veterans’ rights during their placement are rarely seen, and procedural contents with respect to placement implementation and supervision are also absent. To better safeguard the legitimate rights and interests of veterans and promote the rule of law effect of veteran placement work, we should take the perspective of subject rights, placement process, and supervision, namely, perfect the procedural right-guarantee system for veteran placement, establish a standardized implementation system for placement behaviors, and improve the supervision and evaluation system covering the whole process of placement.
