摘 要:当前,关键核心技术攻关的严峻性、重要性前所未有,需要进一步完善相关的组织运行、权责划分、资源配置等制度,构建面向国家战略需求的关键核心技术攻关高效组织体系。根据统筹发展和安全的国家战略需求,基于关键核心技术分类理论,从发展形势、实践基础、制约因素、新型举国体制等方面进行分析,可提出完善关键核心技术攻关组织管理的政策性思考,包括强化关键核心技术攻关顶层设计,明确关键核心技术分类和优先级,赋予牵头机构更大自主权,探索建立核心技术组织体系数字孪生平台,完善关键核心技术攻关的创新生态等方面。At present, the importance of achieving core technology breakthroughs in key fields is unprecedented, and it is necessary to further improve relevant organizational operations, division of powers and responsibilities and resource allocation, and build an efficient system for achieving breakthroughs in core technologies in key fields oriented to national strategic needs. According to the national strategic needs of overall development and security, and based on the classification theory of core technologies in key fields, we may analyze from the perspective of current development situation, practice basis, constraints and a new system for mobilizing resources nationwide, etc., put forward policy considerations for improving the organization and management of efforts to achieve breakthroughs in core technologies in key fields, including strengthening the top-level design of core technology research,clarifying the classification and priority of core technologies in key fields, giving greater autonomy to leading institutions, exploring the establishment of a digital twin platform for core technology organization system, and improve the innovation ecology of core technology research and development.
