健全新型举国体制的逻辑思考与实践启示

摘　　要：健全新型举国体制,拓宽中国式现代化道路,需要从大国技术博弈的历史逻辑、经济社会发展的现实逻辑、宏观环境体系的演化逻辑来理解,有效发挥举国体制的优势,同时要提出新思路、采用新办法、创造新环境来避免传统举国体制的弊端,突破并超越西方现代化以资本为中心的根本逻辑,走出一条由科技创新强到产业强、经济强、国家强的发展道路。健全新型举国体制要以国家战略需求和问题为导向,将“集中力量办大事”与“激发全社会创新创造活力”有机结合,以长期主义和“超越竞争”促进各类创新要素的新组合和合理流动等。健全新型举国体制要以改革驱动创新、以创新驱动发展,改善创新制度供给,加强创新政策整体设计和协调配合,推动政策向创新链条一体化整体设计转变,构建有利于创新的生态环境。通过政策引导,充分调动各类创新主体和全社会的创新积极性。To improve the new system for mobilizing resources nationwide and broaden the road of Chinese modernization,we need to understand the historical logic of the technology game of major countries, the realistic logic of social and economic development and the evolutionary logic of macro-environment, so as to give full play to the advantages of the system for mobilizing resources nationwide. At the same time, we need to propose new ideas, adopt new approaches and create a new environment to avoid the drawbacks of the traditional system for mobilizing resources nationwide, break through and transcend the fundamental logic of capital-centered modernization in the West. Therefore, we would be able to blaze a new development path from strong science and technology innovation to strong industry, strong economy and strong country. The new system should be problem-oriented and guided by national strategic needs, combining "mobilizing resources nationwide to do great things" and "stimulating the innovation and creativity of the whole society". It should promote the new combination and reasonable flow of various innovation factors with a long-term approach and "transcend competition". To improve the new system, we should drive innovation with reform, promote development with innovation, improve the supply of innovation regime, strengthen the overall design and coordination of innovation policies, promote the transformation of policies to the integrated overall design of the innovation chain, and build an ecological environment conducive to innovation. Through policy guidance, we will fully mobilize the innovation enthusiasm of various innovation entities and the whole society.
