摘　　要：依据国家建立和实施天然气能量计量计价改革相关政策,基于西南油气田(以下简称油气田)天然气计量计价现状,为油气田建设标准规范的天然气能量计量计价体系,重点论述油气田天然气销售领域实施能量计量计价的必要性、可行性和相关建议等,旨在为国内天然气上中下游全产业链建立与实施更加科学合理和公平公正的能量计量计价方法体系提供有益参考。主要研究成效:论述了油气田天然气销售实施能量计量计价的3点必要性;论证了油气田天然气销售实施能量计量计价的3点可行性;提出了油气田天然气销售实施能量计量计价的5点建议。According to national relevant policy about establishing and implementing energy measurement and valuation reform of natural gas,based on the status of natural gas measurement and valuation in southwest oil-gas field,in order to build an standard system of natural gas energy measurement and valuation for oil-gas fields,this paper focuses on the necessity,feasibility and relevant advices of implementing energy measurement and valuation in the selling field of natural gas in oil-gas fields,aiming at providing beneficial references for the whole industry chain of domestic natural gas upstream,middle and downstream to build and conduct energy measurement and valuation methods system that is more scientific and rational,and full of justice and equity.In a word,the paper mainly expounds 3 necessities of implementing energy measurement and valuation in the sales of natural gas in oil-gas fields,and demonstrates 3 feasibilities of conducting them and finally puts forward 5 suggestions about executing them.
