摘　　要：由于生态的脆弱性,北极更易受海洋微塑料污染的威胁。目前全球环境治理规制中缺乏针对海洋微塑料污染治理的规制,更缺乏针对北极海洋微塑料污染治理的规制。在北极地区,北极理事会尚未针对海洋微塑料出台具有约束力的法律,北极国家尚未出台针对性的国内法律;彼此之间缺乏双边及多边协议,也未开展实质性的北极海洋微塑料治理合作。总体而言,北极海洋微塑料治理缺乏针对性规制,治理主体参与度不高,治理手段不丰富。制定治理规制、鼓励各方广泛参与各项治理行动、开展规制制定和科学研究等在内的国际合作,是应对北极海洋微塑料污染问题的可行对策。Due to ecological vulnerability,the Arctic is more vulnerable to marine microplastic pollution.Presently,there is no microplastic pollution regulation in global environmental governance.In the Arctic region,the Arctic Council has not yet introduced binding laws on marine microplastics,and the Arctic countries have not introduced targeted domestic laws.There is also a lack of bilateral and multilateral agreements to carry out substantive Arctic marine microplastics governance cooperation.In general,the governance of Arctic marine microplastics lacks targeted regulation,the participation of governance subjects is not high,and the governance methods are not rich.It is a feasible countermeasure to deal with the problem of microplastic pollution in the Arctic by formulating governance regulations,encouraging all parties to participate in various governance actions,and carrying out international cooperation including regulation formulation and scientific research.
