摘　　要：海外油气新项目的评价和获取是海外上游发展的根基。近30年中国石油海外新项目的评价研究不断在评价技术及方法、商务与技术结合、风险分析及把控、可行性研究规定及管理制度完善等方面开展一系列的探索和创新,形成了中国石油特有的全周期油气上游资产评价体系,实现了评价流程规范化、评价指标标准化、评价方法集成化、投资决策科学化。通过评价研究获得的勘探区块发现多个大油气田,且得到高效开发,有效支撑了海外1亿吨年产能建设和效益发展。根据近30年的评价经验,提炼出海外新项目评价和成功获取的十大关键要素。在此基础上得出几点启示,一是稳定高水平队伍是保证评价质量的根本,二是多学科联合研究是效率最高的工作手段,三是全周期风险量化评价是未来的发展趋势。以期在中国油气企业不断走向海外的进程中,高质量开展新项目评价,获取更多优质油气资源,支撑海外油气业务优质、高效、可持续发展。The evaluation and acquisition of new venture in oil-gas asset is the foundation for the development of CNPC’s overseas upstream business. In the past three decades, research and innovations have been made in the assessment techniques and methods of new venture, business and technology integration, risk analysis and management, feasibility study regulations and management system improvement, etc. On this basis, a unique full-cycle upstream new ventures evaluation system has been established,which covers a series of standardized processes, indicators and integrated methodologies, contributing to CNPC’s scientific decisionmaking on investment and efficiently supporting its overseas construction and production capacity of 100 million tons of oil equivalent annually. According to the experience in the past 30 years, it summarizes 10 key elements of overseas new ventures assessment. Based on those above, the paper proposes such several inspirations as a stable qualified team is the foundation of the quality of assessment,multi-disciplinary research is the most efficient work way, and the full-cycle risk quantitative assessment is the trend in order to take highquality evaluation, obtain more oil and gas resources, to support efficient and sustainable development of overseas oil and gas business during the process of China’s oil and gas enterprises going overseas.
