摘　　要：苏联解体以来,俄罗斯致力于世界政治格局多极化,以国际政治传播为重要战略,推动实施强国计划和外交政策,有效提升了其国际地位和国际影响力。俄罗斯国际政治传播的转型发展深受苏联解体、俄罗斯社会转型、俄罗斯外交政策和国际政治局势的影响,具有明显的转型特点和时代特色。经过三十多年的改革实践,俄罗斯国际政治传播通过建立健全的管理体制、积极开展议程设置、完善新闻发布制度等转型举措,基本构建起战略目标明确、传播网络完善、传播策略精准的国际政治传播体系,在争取国际话语权、维护国家利益、塑造国家形象等方面发挥着重要的作用。Since the disintegration of the Soviet Union,Russia has been committed to the multi-polarization of the world political landscape,and has taken international political communication as an important strategy to promote the implementation of its strong state program and foreign policy,which has effectively enhanced its international status and international influence.The transformation and development of Russia’s international political communication has been deeply influenced by the collapse of the Soviet Union,the transformation of Russian society,Russian foreign policy,and the international political situation,and has obvious transformative features and characteristics of the times.After three decades of reform,Russia’s international political communication has basically built an international political communication system with clear strategic objectives,perfect communication network and accurate communication strategies through the establishment and improvement of management system,active agenda setting,perfect news release system and other transformation measures.It has played an important role in striving for international discourse rights,safeguarding national interests and shaping national image.
