关于战略科学家概念界定的思考

摘　　要：本文简要梳理科学家、战略和关于人才的战略认识的演进,提出了从思想品质、重大贡献、核心引领、战略指挥、一线实践等5个方面来界定和理解战略科学家。本文认为,战略科学家不仅要有坚毅的品质,而且能在所在学科(或大学科群或多学科)领域发展中起战略性的指导作用,有奠基性、战略性的重大贡献和科学研究业绩或成就,而且能够不断选拔科学家,发现、吸引、凝聚和培养科学家,并形成以其为核心的科学家群落或队伍;不仅能在重大科技活动中发挥重要的科学作用,而且能够指挥大兵团式科研活动和国家重大科技攻关项目。This paper briefly sorts out the evolution of scientists,strategy and strategic understanding about talents.It proposes to define and understand strategic scientists from five aspects,including moral values,significant contribution,core leadership,strategic guiding capability and front-line experiences,etc.It is believed that strategic scientists should not only have the quality of perseverance,but also be able to play a strategic guiding role in the development of their discipline(or large disciplinary group or multidisciplinary).They should not only be able to have a groundbreaking and strategic significant contribution and scientific research performance or achievement in the development of their discipline(or large disciplinary group or multidisciplinary),but also be able to continuously select scientists in their discipline(or large disciplinary group or multidisciplinary),discover and attract scientists,so as to form a cluster or team of scientists with them as the core.They should not only play an important scientific role in major scientific and technological activities,but also be able to direct scientific research activities joined by large corps of scientists and major national scientific and technological research projects.
