基于层次分析法的村(居)民委员会公共卫生委员会绩效评价指标体系构建

摘　　要：目的建立村(居)民委员会公共卫生委员会绩效评价指标体系。方法基于层次分析法,进行村(居)民委员会公共卫生委员会绩效评价指标体系专家调查,对各级指标进行两两比较,建立判别矩阵,计算指标权重。结果构建村(居)民委员会公共卫生委员会绩效评价指标体系涵盖4个一级指标,10个二级指标,35个三级指标。一级指标中,所占权重最高的是职责履行指标,为0.479;二级指标中,所占权重最高的为突发公共卫生事件、培育公共卫生领域社区组织、协助开展基本公共卫生服务指标,均为0.144;三级指标中,村(居)民满意度所占权重最高,为0.080。结论该研究建立的指标体系在实践中具有实践性与创新性,可供村(居)民委员会公共卫生委员会绩效评价参考使用。Objective To establish a performance evaluation index system for the public health subcommittee of the village or resident committee.Methods Based on the analytic hierarchy process,an expert survey was carried out on the performance evaluation index system of the public health subcommittee of the village or resident committee.Pairwise comparison of indicators at all levels was carried out to establish the discriminant matrix and calculate the weight of indicators.Results The performance evaluation index system consisted of 4 first-level indicators,10 second-level indicators,and 35 third-level indicators.Among the first-level indicators,the duty performance index had the highest weight,which was 0.479;among the second-level indicators,public health emergencies,cultivating community organizations in the field of public health,and assisting in providing basic public health services had the highest weights,all of which were 0.144;among the three-level indicators,village or resident satisfaction had the highest weight at 0.080.Conclusions The index system established in this study has certain practicality and innovation,which can be used as a reference for the performance evaluation of the public health subcommittee of the village or resident committee.
