摘 要:目的对安徽省2010—2020年度农村卫生人力资源数据进行分析,了解新医改以来安徽省卫生人力资源发展情况及现状,并结合实际探讨形成优化农村卫生人力资源配置的对策和建议。方法结合《2011—2021年中国卫生统计年鉴》,对安徽省农村地区乡村两级卫生人员的数量和质量的配置情况进行分析。结果医改10余年以来,安徽省加强基层医疗卫生人员的队伍建设取得了一定的成效。但仍存在乡镇卫生院人员增幅较为缓慢,村卫生室人员减少,医护比倒置等问题。结论需要多举措打通医务卫生人才服务基层通道;建立养老待遇、职称晋升、进修培训及职业发展等人力资源管理制度,确保农村卫生人力的权益收益;充分肯定卫生人力资源作用,形成正向价值引导;从而稳定和加强农村卫生人力队伍。Objective To analyze the data of rural health human resources in Anhui province from 2010 to 2020,to explore the development and status quo of health human resources in Anhui Province since the implementation of“new medical reform”,and to seek the countermeasures and suggestions for optimizing the allocation of rural health human resources based on the reality.Methods Based on The China Health Statistics Yearbook 2011—2021,an analysis was made of the quantity and quality of rural health personnel at village and county levels in the rural areas of Anhui Province.Results Since more than 10 years of medical reform,Anhui Province has achieved certain progress in strengthening the team of primary medical and health personnel.However,there are still some problems,including the slow increase in the number of health workers of township health centers,decrease in the number of village doctors,and the inverted ratio of doctors to nurses.Conclusions It is necessary to take more measures to open up the channel for medical and health personnel working at the grass-roots level,establishing human resource management systems such as pension benefits,promotion of professional titles,training,and career development to ensure the benefits of rural health workers,highly affirm the role of health human resources to form positive value guidance,so as to stabilize and strengthen the rural health workforce.
