摘　　要：采用实证研究法,以财政部政府和社会资本合作中心项目管理库中76个已落地的体育PPP项目为研究对象,分析体育PPP项目落地时长及其影响因素。研究表明:1)具有适宜投资额和合作期限、采用具有运营阶段运作方式和政府付费机制的体育PPP项目落地相对较快;2)体育PPP项目在1~3年的落地概率分别为32.50%、57.01%和73.53%;3)项目运作方式、区域人口规模、区域经济开放水平、区域财政资源状况等因素对体育PPP项目落地时长有显著负向影响,区域城镇化水平对体育PPP项目落地时长有显著正向影响,不同区域体育PPP项目落地时长的影响因素有差异。建议:从体育PPP项目内部因素和区域经济发展等方面加快推进项目落地,项目推广应用应由注重规模总量向质量效益转变。Based on 76 sports PPP projects that have been implemented in the management database of China Public Private Partnerships Center, this study empirically analyzes the characteristic facts and the influencing factors of the landing time of sports PPP projects. The results show that: 1) Sports PPP projects with appropriate investment amount and cooperation period, operation mode in operation stage and government payment mechanism are relatively development fast in implementation;2) the landing probability of sports PPP projects are 32.50%, 57.01%and 73.53% respectively in 1 to 3 years;3) project operation mode, regional population scale,regional economic opening-up level and regional financial resources have a significant negative impact on the landing time of sports PPP project, regional urbanization level has a significant positive impact on it, and the influencing factors of sports PPP project’s landing time in different regions are different. The study suggests that: The implementation of sports PPP project should be accelerated from the internal factors of the project and regional economic and social development, and the focus on the promotion and application of sports PPP project should transform from total scale to quality and efficiency.
