新发展阶段脱贫地区产业振兴的现实困境与对策研究

摘　　要：新发展阶段,产业发展是脱贫地区农村内生发展活力和动力的“推进器”,是实现巩固拓展脱贫攻坚成果同乡村振兴有效衔接的根本路径。本文针对5年过渡期的脱贫农村,通过驻扎式调研分析了政府主导下的产业发展政策存在双重价值取向与脱贫地区农户严重缺乏自我发展能力相矛盾的现实困境和政府主导下产业发展的适度规模取向与小农户经营主体地位相矛盾的现实困境,并对这些现实困境存在的原因从制度因素和经济因素进行了分析,提出了建立“防贫”策略,明确区分“防贫”和“致富”的工作目标;促进农业产业链发展,降低产业扶贫项目经营风险;强化利益联结机制,克服扶贫项目短期化行为等解决对策。In the new development stage,industrial development is the"propeller"of the endogenous vitality and driving force of rural development in the areas out of poverty,and the fundamental approach to connect between consolidating and expand the effective poverty alleviation achievements and rural revitalization.Aiming at the rural areas that have been lifted out of poverty in the transitional period of 5 years,this paper analyzes the realistic dilemma that the dual value orientation of the industrial development policy under the government is contradictory with the serious lack of self-development ability of farmers in the poverty-stricken areas through the stationed research,as well as the realistic dilemma that the moderate scale orientation of industrial development under the government is contradictory with the dominant position of small farmers.And the reasons for the existence of these realistic dilemmas are analyzed from institutional factors and economic factors.The proposed countermeasures include:establishing the"poverty prevention"strategy,clearly distinguishing the work objectives of"poverty prevention"and"prosperity".Promoting the development of agricultural industry chain,reducing the risk of industrial poverty alleviation projects.Strengthening the interest linkage mechanism and overcoming the short-term behavior of poverty alleviation projects.
