西北地区乡村振兴与新型城镇化协同推进的实证分析与路径选择

摘　　要：面对百年变局、世纪疫情、投资与消费减弱、人口红利衰减交织的外部环境及战略区位、经济社会迟发展和生态脆弱等内部环境,西北地区协同推进乡村振兴和新型城镇化具有重大的战略意义。在构建乡村振兴推进的“Please”模型与评价体系、新型城镇化推进的“Plight”模型与评价体系、二者协同推进的协同度模型基础上进行实证分析。结果表明:15年来,西北地区乡村振兴、新型城镇化以及二者协同推进程度均呈上升趋势,乡村振兴和新型城镇化推进均进入快速推进阶段,二者协同推进程度进入中度协同阶段,但与全国平均推进程度相比,还存在一定的差距,区域内推进程度差异大,宁夏、新疆相对领先,甘肃相对滞后。西北地区应基于“人民利益至上”“城乡等值化”“序参量支配”等行动逻辑,以城乡融合为目标,以战略协同、资源协同、内外协同、行动主体协同、三次产业协同等五个协同为路径,协同推进乡村振兴与新型城镇化。Facing the external environment such as the overall situation of the century,COVID-19,weakening investment and consumption,declining demographic dividend,and the internal environment such as strategic location,delayed economic and social development,fragile ecology,it is of great strategic significance for northwest region to jointly promote rural revitalization and newtype urbanization.Based on the"Please"model and evaluation system of rural revitalization,the"Plight"model and evaluation system of new urbanization and the Synergy degree model of the two,this paper makes an empirical analysis.The results show that:in the past 15 years,the levels of rural revitalization,new urbanization and their coordinated promotion are on the rise,and both rural revitalization and new urbanization have entered a rapid promotion stage,and the degree of synergy between them has entered the stage of moderate synergy,but there is still a certain gap compared with the national average advancement.There are great differences in the degree of regional advancement,with Ningxia and Xinjiang leading relatively and Gansu lagging behind.Northwest region will be based on the action logic of"people’s interests first","rural-urban equivalence","order parameters dominate",with the goal of urban-rural integration,takes strategic synergy,resource synergy,internal and external synergy,action subject synergy,and three-industry synergy as"five synergy"paths to promote rural revitalization and new urbanization in a coordinated manner.
