摘　　要：针对冬期施工特点,详细介绍了公路工程建设项目冬期施工管理措施和内容,并结合实际,探讨了农民工的管理要点,为今后冬期施工工程项目的实施提供参考。研究表明:施工单位要结合检查问题整改和做好隐患排查工作,对在建项目冬期施工条件进行核查,统筹工程任务和施工条件;监理单位要严格审核施工单位编制的冬期施工计划,核查施工单位方案、人员、设备、材料等到位情况,严格履行监理程序,严把冬期施工项目审批关;建设单位要严格落实项目安全、质量、环保主体责任,认真核实施工重点问题、隐患整改闭合情况,严格执行冬期施工项目的审核批准。According to the characteristics of winter construction, this paper introduces the management measures and contents of highway construction projects in winter, and discusses the key points of migrant workers’ management, which provides reference for the implementation of winter construction projects in the future.The research shows that: construction units should combine inspection problems rectification and comprehensive hidden trouble investigation work, the construction conditions of the construction project in the winter period of verification, overall planning of engineering tasks and construction conditions;The supervision unit shall strictly examine the winter construction plan prepared by the construction unit, check the construction unit’s scheme, personnel, equipment, materials and other conditions in place, strictly perform the supervision procedures, and strictly examine and approve the winter construction project;Construction units shall strictly carry out the main responsibility for project safety, quality and environmental protection, earnestly verify the rectification and closure of problems and hidden dangers of construction units, and strictly examine and approve winter application projects.
