摘  要:数字基础设施建设与城市高质量发展是构建网络强国和美丽中国的先决条件,剖析并识别二者之间的内在联系,对于中国实现经济社会数字化转型与发展方式高质量转向具有重要的现实意义。以“宽带中国”战略实施为准自然实验,采用渐进式双重差分法从水平与效率两个维度考察数字基础设施对城市高质量发展的影响及空间溢出效应。研究发现:(1)数字基础设施建设对城市高质量发展水平与效率提升具有显著作用,且该结论不受“异质性处理效应”的影响。(2)“宽带中国”战略实施在高知识禀赋城市更能发挥比较优势,且消费互联网(数字金融)与工业互联网(工业智能)的形成和完善从不同维度加速了城市高质量发展进程。(3)知识流动是数字基础设施助推城市高质量发展的重要渠道,其中,知识的集聚效应更有益于中心城市发展,而扩散效应对边缘城市发展更具推动作用。(4)“宽带中国”战略实施具有明显的空间溢出效应,促进了“本地-邻地”高质量发展均衡,且不同城市群的空间溢出现象具有异质性。这些发现为完善数字基础设施建设,深化城市间知识良性互动,进而助力后疫情时代经济绿色复苏提供了可靠的经验证据和政策启示。Digital infrastructure construction and urban high-quality development are the prerequisites for building the nation into a strong cyber power and a beautiful place. Revealing and identifying the internal relationship between the above two is of great practical significance for China to realize the digital transformation of the economy and the high-quality transformation of the development mode. Based on the quasi-natural experiments of the implementation of the “Broadband China” strategy, this paper employs a stagged difference-in-differences(DID) model to investigate the impacts and the spatial spillover effects of the digital infrastructure construction on the urban high-quality development from the perspective of degree and efficiency. We find that the digital infrastructure construction has a significant effect on the level and efficiency of high-quality urban development, and this finding is not affected by the “heterogenous treatment effect”. We also find that the implementation of the “Broadband China” strategy is more advantageous in cities with high knowledge endowments, and the formation of consumer Internet(digital finance) and industrial Internet(industrial intelligence) has accelerated the process of high-quality urban development in different dimensions. We further find that knowledge flow is an important channel through which digital infrastructure contributes to high-quality urban development. The agglomeration effect of knowledge is more beneficial to the development of central cities, while the diffusion effect is more catalytic to the development of peripheral cities. In addition, the implementation of “Broadband China” strategy has obvious spatial spillover effects, promoting “local-neighborhood” high-quality development balance, and the spatial spillover phenomenon of different urban clusters is heterogeneous.
