摘　　要：以色列建国至今科技发展极为迅速,以色列科技创新体系是其发展的基础,该体系以科技人才队伍为基础,以完善的法律法规为保障,以成熟的科技成果转化模式为途径,以开展国际合作为驱动,形成了科学高效的科技创新全链条服务模式。河北省科技创新三年计划行动计划使得河北省科技创新水平有所提升,但与我国科技创新优势区域和省份相比在科技开放合作领域的科技创新服务体系尚不健全。以以色列科技创新全链条服务模式为研究区切入点,借鉴以色列的科技创新全链条服务模式推进河北省科技服务体系建设,进而实现产业升级,提高科技产业发展水平。Israel’s science and technology development has been extremely rapid since the founding of the country, and the Israeli science and technology innovation system is the basis of its development. The system is based on a team of science and technology talents,guaranteed by perfect laws and regulations, driven by a mature model of transformation of scientific and technological achievements, and driven by the development of international cooperation, forming a scientific and efficient service model of the whole chain of science and technology innovation. The three-year plan of action for science and technology innovation in Hebei Province has improved the level of science and technology innovation in Hebei Province, but the science and technology innovation service system in the field of science and technology opening and cooperation is not yet complete compared with the regions and provinces with advantages in science and technology innovation in China. Taking the Israeli science and technology innovation full chain service model as the entry point of the research area,the Israeli science and technology innovation full chain service model is used to promote the construction of the science and technology service system in Hebei Province, thus realizing industrial upgrading and improving the development of science and technology industry.
