摘　　要：我国未成年人参与涉黑涉恶犯罪问题日益严重。在扫黑除恶专项斗争中,未成年人参与涉黑恶组织的占近20%,涉黑涉恶犯罪人的低龄化趋势令人担忧。某种意义上说,青少年犯罪问题是社会发展过程中忽视青少年健康发展欠下的一笔债。大量留守儿童失教,从学校江湖社会野蛮生长演化为校园越轨团伙,走上社会更进一步恶质化,变为犯罪团伙,其中有一部分更分化成黑恶势力犯罪。校园江湖的出现肇因于社会治理的结构缺失,需要整合家庭、学校、社会等各方力量,通过开展法治宣传教育,加强部门协调联动,推动建立未成年人涉黑涉恶预警机制,落实边打边治边建,对涉黑恶犯罪但未达到刑事责任年龄的未成年人,落实家庭监护、学校教育管理、专门学校矫治、开展社会化帮教等措施,做好教育挽救和犯罪预防工作。Juvenile delinquents invoving gang crimes is becoming more and more serious. In the country’s special campaign to crackdown on gang crimes, nearly 20% of the suspects are young people. To make things worse, Juvenile gangster is of a worrying social problem. Due to ignoring the sustainable and healthy development of young people in the process of social development, a large number of left-behind children are out of education, schools has becoming a savage garden where the Law of the Jungle works, more and more Juvenile delinquents became youth gangs. The emergence of campus Jianghu is due to the lack of social structure and social control system. It needs to integrate the forces of families, schools, society and other parties, promote the rule of law, strengthen the coordination of all departments, establish an early warning mechanism for minors involved in gang crimes. Specialized schools correction should be enhanced. social organization should carry out social assistance and education, society as a whole should strengthen campus Safety Management an promote community comprehensive gang crime prevention.
