摘　　要：“专精特新”中小企业是中小企业群体中的优秀代表,为推动中小微企业高质量发展必须高度重视“专精特新”中小企业的培育。由于“专精特新”中小企业具有符合资本市场导向、集中在制造业和科技领域等独有特征,在推动经济高质量发展提升新效能、为构建双循环新发展格局夯实新基础、为坚持创新驱动发展注入新动力、为发展现代产业体系提供新主体、为全面推进乡村振兴探索新模式、为推动绿色低碳发展开辟新路径等方面具有十分重要的意义。而目前我国中小企业大部分群体经济组织形式相对落后,面临一定程度的行业壁垒,数字化经营程度较低,管理模式相对落后,在价值链的地位较弱,存在融资困境、贸易出口领域竞争力偏弱、制约成长的体制机制因素等难题。因此,本着问题导向原则,文章在深入分析当前我国中小微企业发展中存在的主要问题基础上,提出培育中小企业成长发展,要不断培育中小企业向高级组织形式演进,扶持中小企业在创新领域发展,引导中小企业提高数字化水平,促进中小企业提升管理能力,推进中小企业实现产业集群化发展,鼓励金融机构加大对中小企业支持力度,大力推进中小企业国际化,持续优化营商环境以助力中小企业发展。此外,还要着眼全局,充分发挥中小企业自身的主体作用,全面发挥政府导向作用,深入发掘金融机构金融资源,广泛发挥全社会支持保障作用,以推动我国中小微企业高质量发展。In order to promote the high-quality development of MSMEs,the cultivation of"professional unique and new"SMEs,which are the best representatives of the SME group,must be given high priority.Because of their unique characteristics,such as being in line with the capital market and concentrated in the manufacturing and technology sectors,"professional unique and new"SMEs play an important role in promoting high-quality economic development and enhancing new efficiency,laying a new foundation for building a new double-cycle development pattern,injecting new impetus into innovation-driven development,providing new subjects for the development of a modern industrial system,exploring new models for promoting comprehensive rural revitalization and to open up new paths for promoting green and low-carbon development.At present,most groups of SMEs in China have relatively backward forms of economic organisation,face a certain degree of difficulties in development such as industry barriers,low degree of digital operation,relatively backward management models,weak position in the value chain,financing difficulties,weak competitiveness in the field of trade and export,and institutional factors that restrict their growth.Therefore,the article,based on an in-depth analysis of the main problems in the current development of China’s SMEs,proposes to nurture the growth and development of SMEs by continuously nurturing SMEs to evolve into advanced organizational forms,supporting SMEs in the field of innovation,guiding SMEs to improve their digitalization level,improving their management capabilities,promoting SMEs to achieve industrial clustering.The Government should also encourage financial institutions to increase their support to SMEs,vigorously promote the internationalisation of SMEs,and continuously optimise the business environment to facilitate the development of SMEs.In addition,we should also look at the overall situation,and give full play to the main role of SMEs themselves and the guiding role of government and suppo
