中国城乡共生发展的区域测度及实证

摘　　要：发展不平衡一直是中国城乡关系的基本特征,城市与乡村是一个互动共生的有机系统,如何识别并评判城乡之间的关联效应,对于新时期城乡融合发展目标的实现有重要意义。文章基于“共生理论与要素融合”的视角,构建了城乡PRESCE共生系统的理论框架,并从“共生密度(人口与资源)、共生关联度(经济与社会)、共生协调度(文化与生态)”三大维度、六个层面选取了45个基础指标,以综合测算我国31个省份的城乡共生度指数。研究发现,城乡共生度指数呈现“东部—东北+中部—西部”梯级渐减的演变态势,其中,西部地区绝大多数省份处于城乡失衡与低共生水平的状态;城镇化发展与城乡共生水平呈现双向互动影响的态势;城乡经济社会的共生水平与城乡共生发展总指数水平基本吻合,亦呈现“东部—东北+中部—西部”梯级渐减的演变态势。Unbalanced development has always been a basic feature of China’s urban-rural relationship. As an interactive and symbiotic system, it is of great significance to identify and evaluate the correlation effect between urban and rural areas for the realization of the goal of urban-rural integration in the new era. Based on the perspective of“symbiosis theory and factor integration”, this paper constructs the theoretical framework of PRESCE symbiosis system between urban and rural areas, and selects 45basic indicators from three dimensions of“symbiosis density(population and resources), symbiosis correlation(economy and society), and symbiosis coordination(culture and ecology)”and six levels to comprehensively calculate the symbiosis index of urban and rural areas in 31 provinces of China. The results go as below: The urban-rural symbiosis index shows a gradual decline in the evolution trend of“east—northeast + central—west”, among which, the vast majority of provinces in western China are in a state of urban-rural imbalance and low symbiosis level;the development of urbanization and the level of urban and rural symbiosis show a trend of two-way interaction;the level of urban and rural economic and social symbiosis is basically in line with the overall index level of urban and rural symbiosis development, showing a gradual decline in the evolution of“east—northeast + central—west”.
