大食物观粮食安全下我国种子企业研发能力现状及问题分析

摘　　要：研发能力是衡量企业核心竞争力的重要指标,我国拥有丰富的种质科研资源,为研发育种提供了良好的物质基础。近年来,在国家的重视下种业发展迅速,涌现了一批实力强劲的种子企业,企业研发投入显著增加,研发能力有较大的提升。但从整体来看,我国种子企业仍呈现多、小、散、弱的特征,研发能力与跨国种子公司相比差距较大,在国内外种子市场竞争中处于不利地位。这些问题主要在于种子企业研发投入严重不足,缺乏大量从事科研的人才,对成果的保护力度不到位等。未来我国种子企业应加大研发投入,培养和引进科研人才,同时农户要积极采用我国种子企业研发的良种,政府也要加大对种子企业的扶持力度,加强对研发知识产权的保护,以缩小我国种子企业与国外种子企业间的差距。Research and development ability is an important index to measure the core competitiveness of enterprises,our country has rich germplasm resources,provides a good material basis for breeding research and development,and under the attention of the national seed industry has developed rapidly in recent years,emerging a group of strong seed enterprises,enterprise R&D spending increased significantly,research and development ability have bigger promotion,but our seed enterprises still present“much,small,loose,weak”characteristic,research and development ability compared with transnational seed companies gap is larger,in the domestic and international seed market competition is in a disadvantageous position. The problems mainly lie in the serious shortage of R&D investment in seed enterprises,the lack of a large number of talents engaged in scientific research,and the inadequate protection of achievements. In the future,Chinese seed enterprises should increase the investment in research and development,cultivate and introduce scientific research talents,strengthen the protection of intellectual property rights of research and development,and farmers should actively adopt the improved varieties developed by Chinese seed enterprises. The government should also increase the support to seed enterprises to narrow the gap with foreign seed enterprises.
