破解对“一把手”监督的难题

摘　　要：中国共产党高度重视对“一把手”的监督问题,强调管党治党必须抓“关键少数”,抓住“牛鼻子”。2021年3月,党中央聚焦对“一把手”和领导班子进行监督的难题,制定了《关于加强对“一把手”和领导班子监督的意见》。加强对“一把手”的监督,要在监督的必要性、总要求和侧重点上进行理论探索。在此基础上不断创新监督路径,建立包括政治监督、用权监督、日常监督和考核监督的全方位监督体系,有效破解“一把手”容易游离于制度之外的监督难题。Since the 18thCPC National Congress in 2012, President Xi Jinpinghas attached great importance to the supervisionon top leaders and the key minorities, and to strengthen the management of the Party. In March 2021, the CPC Central Committee focused on the supervision delimma of top leaders and the leading group for the first time, and formulated a special document——The Guideline on Strengthening the Supervision oftop leaders and the Leading Group, which demonstrated the determination of the CPC Central Committee to solve the supervision delimma of "the First in Command" who are divorced from the system in the supervision process. To innovate ways to strengthen the supervision of top leaders, it is necessary to carry out theoretical exploration on the necessity, general requirements and emphases of supervision. A comprehensive supervision system must be established, which includes political supervision, power supervision, daily supervision and assessment supervision.
