摘　　要：抗战时期,中原地区灾害战乱造成大量灾民,国民党统治区灾民安置迟缓不力,灾民纷纷向外逃荒,出现相当规模的人口迁移,其中许多灾民流入陕甘宁边区。中国共产党坚持全心全意为人民服务的宗旨,保持同人民群众血肉联系,领导群众克服困难救治灾荒,实现灾民安置工作由自流到有序、由应急到治本的转变,取得良好的经济、社会和文化上的成效。陕甘宁边区对灾民的成功安置,为抗日战争的胜利打下坚实基础,为中国共产党长期执政积累了丰富经验,为全面推进中华民族伟大复兴留下重要启示。During the War of Resistance against Japanese Aggression, disasters and wars in the Central Plains caused a large number of victims, and the resettlement of victims in areas ruled by the Kuomintang was ineffective. The exodus of famine victims caused considerable population migration, with a large number of people flowing into the Shaanxi-Gansu-Ningxia border area.The Communist Party of China adheres to the purpose of serving the people wholeheartedly, maintains close ties with the people, and leads them in overcoming difficulties and the famine successfully. Sound economic, social and cultural results have been achieved. The relief of the famine and successfulresettlement of the victims in the Shaanxi-Gansu-Ningxia border lays a solid mass foundation for the victory of the War of Resistance Against Japanese Aggression, which accumulated rich experience for the CPC’s long-term governance, and leaves an important inspiration for the great rejuvenation of the Chinese nation.
