摘　　要：当前,世界正经历百年未有之大变局,气候变化倒逼人类生产生活方式向绿色低碳转型,推动全球矿产资源格局、产业格局重塑。美国、欧盟、日本等发达国家和地区通过频繁出台战略性矿产名录清单等举措,保障本土矿产资源安全。分析发达国家出台战略性矿产战略的背景、核心内容及安全保障举措,对新形势下制定我国战略性矿产相关政策具有重要借鉴意义。本文首先介绍了战略性矿产安全面临的新形势,其次着重分析了发达国家战略性矿产清单变化趋势、特征以及资源安全保障举措,最后提出了保障我国矿产资源安全的对策建议。Nowadays,the world is undergoing profound changes.At the same time,climate change is forcing human production and lifestyle to go green and low-carbon,which is reshaping the global mineral resources and industrial pattern.Developed countries and regions such as the United States,the European Union,and Japan have frequently issued lists of critical minerals or critical raw materials for the security of local mineral resources supply.In order to formulate China’s policy of strategic minerals under the new situation,it is of great significance to analyze the core content and security measures of the developed countries’strategy for critical minerals or critical raw materials.This paper first introduces the new global situation,then focuses on analyzing the strategic minerals list and resource security measures in developed countries,and finally puts forward countermeasures and suggestions for the security strategy of China’s mineral resources supply.
