摘　　要：为了进一步发挥标准体系对于推动高速公路改扩建工程安全应急高质量发展的重要基础性、引领性作用,本文系统分析了高速公路改扩建工程面临的“交通运营对施工作业的风险、施工作业对交通运营的风险以及施工作业本身的风险”三大风险特征,指出了现行标准存在的标准适用范围不匹配、关键技术要求缺失、相关标准指导性差与标准制修订协同滞后四方面主要问题,从基础通用、勘察设计与施工保通三方面构建了高速公路改扩建工程安全应急标准体系,明确了标准研制需求,从完善标准体系、加快标准研制与加强实施保障三个方面提出了对策措施建议。In order to further play the fundamental and leading role of the standards system in promoting the highquality development of expressway reconstruction and expansion projects, this paper systematically analyzes the three major risk characteristics of expressway reconstruction and expansion projects: the risk of traffi c operation to construction operation, the risk of construction operation to traffi c operation and the risk of construction operation itself. It proposes the existing problems, such as the unmatched application scope of existing standards, lack of key technical requirements,poor guidance of relevant standards and lagging standards preparation and revision. The safety and emergency standards system of expressway reconstruction and expansion project has been established from the aspects of general standards,survey and design and ensuring unobstructed result. A clear demand for the development of standards is proposed, the implementation initiatives are proposed from the improvement of the standards system, accelerating the development of standards and strengthening safeguards for the implementation of standards.
