摘 要:电力系统灵活性不足与外送输电阻塞是造成弃风的两大根本原因,且在时序上具有一定的耦合关系。从储能分时复用的角度出发,利用弃风事件之间的耦合关系,配置储能同时解决调峰不足与输电阻塞问题,提出了计及弃风事件耦合关系的源-储-网联合规划方法。首先,分析了调峰不足弃风、阻塞弃风产生机理及两者耦合关系。然后,分析了储能配置对源侧常规机组装机容量规划与网侧输电容量配置的影响。其次,构建了综合考虑常规火电装机投资成本、储能投资成本、弃风惩罚成本与输电线路扩建成本的源-储-网联合规划模型,并给出了模型求解流程。最后,通过对中国东北某局部电网输电工程系统和Garver-6节点系统的仿真,分析验证了所提方法的有效性与可行性。Insufficient flexibility of power system and transmission congestion are two fundamental reasons for wind power curtailment, and they have a certain coupling relationship in time sequence. From the perspective of time-sharing reuse of energy storage, this paper uses the coupling relationship between wind power curtailment events to solve the problem of insufficient peak shaving and transmission congestion at the same time by configuring energy storage, and proposes a joint source-storage-grid planning method considering the coupling relationship of wind power curtailment events. Firstly, the generation mechanism of wind power curtailment due to insufficient peak regulation, blocking wind power curtailment and their coupling relationship are analyzed.Then, the influence of energy storage configuration on the installed capacity planning of source-side conventional units and the configuration of grid-side transmission capacity is analyzed. Secondly, this paper constructs a joint source-storage-grid planning model considering the conventional thermal power installation investment cost, energy storage investment cost, wind power curtailment penalty cost and transmission line expansion cost, and gives the solving process of the model. Finally, the effectiveness and feasibility of the proposed method are verified by the simulation of the transmission engineering system of a local power grid in Northeast China and Garver-6 node system.
