乡村振兴视域下中国紧密型县域医共体建设探究

摘　　要：紧密型县域医共体作为县域城乡公共卫生服务一体化的重要举措,是乡村振兴战略中健康乡村建设的重要内容。近年来,我国在紧密型县域医共体的制度建设方面已经迈出了重要步伐,基本上建立了这一领域的基本制度框架。在实践层面上,我国紧密型县域医共体建设的试点工作也在有序推进,涌现了一批具有推广价值的先进典型,为其他地区这一领域的建设提供了有益借鉴。但总的来说,我国紧密型县域医共体建设仍处于探索阶段,部分紧密型县域医共体在建设主体的责任意识、基层医疗机构的能力、建设动力和建设技术等方面存在着一定的问题。鉴于此,本文认为,应加强党政领导、提高基层能力、完善利益机制、打造数字医共体等,全面推进紧密型县域医共体建设。As an important measure for the integration of urban-rural public health services in the county,the compact county medical alliances are an important part of the healthy rural construction in the rural vitalization strategy.In recent years,important steps have been taken in the institutional construction of the compact county medical alliances in China,establishing the basic institutional framework.At the practical level,the pilot work of the construction of compact county medical alliances is also progressing in an orderly manner,and a number of advanced models have emerged,which provides useful reference for other regions.But in general,the construction of compact county medical alliances is still in the exploratory stage,and part of the compact county medical alliances have problems in the sense of responsibility of the main bodies,the capacity of primary-level medical institutions,construction motivation and technology.In view of this,we should comprehensively promote the construction of compact county medical alliances through strengthening the Party's leadership,enhance the primary-level capacity,improve the benefit mechanism,and build a digital medical community.
